The Regional Council of Midi-Pyrénées as a legal institution is directly in charge of the management and total funding of its calls for projects, its R&D regional funds for innovation and its R&D regional loans for research. It cooperates with the national agencies, such as CNRS, and universities.
The participating programme is entitled: MNT FOR MATERIALS, SYSTEMS, PROCESSES AND FACILITIES. Through its main focus on process engineering of nanomaterials, it complementary fits with the three already defined axis of the existing MNT ERANET organisation, i.e. Micro(system)technology – Materials – Nanotechnology.
It is the key player for its region in MNT research support. Almost a dozen large programmes are running in 2004 involving at least 100 public permanent positions and twice as many PhD students and post-docs working in more than twenty units. Due to the fact that in the Midi-Pyrénée region (around Toulouse) there is a lot of industrial activity in MNT, the focus of applied MNT is strengthened.
An additional value of the participation of the Regional Council of Midi-Pyrénées is the strong regional network with Aragon and Wallonia in the area of MNT.

OSEO is a national agency which provides advice and financial supports to French SMEs and companies.
OSEO 's 28 regional offices with 250 consultants run day-to-day relationships with companies, of which a large number are SMEs having less than 250 employees. Committed to backing innovation in all thematic areas, these regional units are responsible for financing decisions.
Being the major actor for innovation in France, OSEO has strengthened its activities for the benefit of SMEs in the context of a closer cooperation with financial institutions. Since mid-2004, the French government indeed develops a policy towards a wider range of services to SMEs and specially to reinforce the bridge between innovation and finance.
A new group, OSEO, is born from this process in January 2005 and the official status has been published in July. OSEO offers new products and services to innovative SMEs including guarantees, loans, funding, etc., for the benefit of a global approach of innovation.
OSEO is the French FP7 National Contact Point for SMEs and is also involved in 3 ERA-NET.

One of the mission of OSEO is to fund innovative projects.
The funding scheme is a loan, interest free, reimbursable in case of success of the project. The name of the programme is: "Aide à l'Innovation" (AI)
There is no specific program in a thematic of innovation. Innovative projects can be funded in any industrial sector. Micro and Nano technology is one of the priorities.
For example, throughout 2007, in the field of electronics, OSEO financed 285 projects for a total cost of 37.7 Millions Euros.
In international consortia, French enterprises (up to 2000 employees) are eligible for funding.

The basic research and serial production could be funded when they are complementary phases of the pre-competitive and application phases.
