Poland
The National Centre for Research and Development (NCBiR) is a government funded agency. It was established in July 2007. NCBiR shall fulfil its mission mainly by funding and managing strategic scientific research and experimental development programs. The Centre is responsible for specifying necessary research tasks, choosing organizations (companies, research institutes, universities) to perform these tasks, supervising their implementation and introduction of the results into practical application. The key assumption is the outcome of strategic programs new technologies or products – shall be implemented and used in economy, health service, administration or other areas crucial for Polish society.
Encouraging collaboration between researchers and business community is another priority. On one hand, NCBiR intends to increase scientists’ level of engagement in industry related research. On the other, the Centre is to encourage entrepreneurs to develop more R&D intensive activity.
The Centre’s tasks also include:
- supporting commercialization and other forms of transferring the results of scientific research to the economy;
- supporting the development of the research staff, including in particular the involvement of young scientists in the implementation of research programs;
- implementation of international mobility programs for scientists.
The NCBiR will also represent Poland in international undertakings that will perform R&D activities. The National Centre for Research and Development is managed by the Director supported by the Board, which has the advisory role.

| a) | The National Scientific Research and Experimental Development Program | Development based on knowledge is the key to obtain modern and innovative national economy. The National Scientific Research and Experimental Development Programme is the instrument which helps define directions of research. NSRaEDP is divided to five Priority Research Areas covering main research area such as: Health, Energy and Infrastructure, Modern Technology for Economy, Environment and Agriculture, Social Aspects. In each Priority Research Areas, there will be created Strategic Programme – midterm programme, with calls for proposals, covering economical and social demands. At this moment there is no Strategic Programme which cover topics of MNT ERA-NET’s interest. |

Values for enterprises have been calculated taking into consideration Art. 31 par. 4.b of the Commission Regulation (EC) No 800/2008 of 6 August 2008 declaring certain categories of aid compatible with the common market in application of Articles 87 and 88 of the Treaty (General block exemption Regulation).
