TUBITAK is the leading agency for the management, funding and conduct of research in Turkey. It was established in 1963 with a mission to advance science and technology, to conduct research and to support Turkish researchers and industry. TUBITAK funds research projects carried out in universities, other public and private organisations, conduct research on strategic areas, and develops support programs for public and private sectors.
TUBITAK is also the national coordinating body of the EU Framework Programmes (FP); by its department “EU Framework Programmes National Coordination Office” (TUBITAK NCO). TUBITAK organises info-days, conferences and brokerage events to raise the awareness about EU FPs. Covering all the FP7 areas, Turkish NCPs are working full-time in this office. TUBITAK NCO has been involved in FP6 as a coordinator in 2 SSA projects, and partner in 25 SSA projects. TUBITAK NCO continues participating to the relevant projects also in FP7, in all priorities.
Aiming to fasten the process of conversion of the technology to profit, Technology and Innovation Funding Programs Directorate (TEYDEB) of TUBITAK was established to fund the technology development and innovation activities of the companies in Turkey. Thus, it is targeted to increase research-technology development capability, innovation culture, and competitiveness of Turkish companies. In line with these objectives, TEYDEB designs and executes various funding programs. Organizational structure of TEYDEB is flexible to deal with new programs and activities. There are currently five technology groups in TEYDEB: Machinery and Manufacturing, Electrical and Electronics, Material, Metallurgical and Chemical, Biotechnology, Agricultural, Environmental and Food, Information Technologies. TEYDEB also participates to the ERANET project MATERA.

Phases of R&D being funded (basic research, pre-competitive, application, serial production, market entry), funding rates (app.)
Industrial research and experimental development phase of R&D is funded and the following sub-phases of these activities are eligible:
- Conceptual development,
- Technological/technical and economic feasibility studies,
- Laboratory studies to be conducted in the process of transition from conceptual development to design,
- Design and development,
- Prototype production,
- Establishment of pilot plant,
- Test run,
- Patenting and licensing
Major restrictions (e.g. types of institutions eligible for funding; SMEs, public/private etc.)
Large companies and SMEs can apply for this programme and universities and research institutes can only be funded by subcontracting. SMEs can receive funds as 75% of all eligible R&D costs and large companies receive funds as between 50-60 % of all eligible R&D costs.
